This HWID is then used to activate the license and is tied to the motherboard of the computer.

If you replace the motherboard on a computer that has Windows 10 OEM installed, the license may no longer be valid and you may need to purchase a new license. However, there are some exceptions to this rule, such as if the motherboard is replaced due to a defect or failure, in which case Microsoft may allow for the license to be transferred to the new motherboard.
